Problem

Freddie has only four kinds of coins: pennies (11 cent), nickels (55 cents), dimes (1010 cents), and quarters (2525 cents).

He wants to be able to pay any whole-cent amount less than a dollar — like 11 cent, 3737 cents, or 9999 cents — using the coins he is carrying.

What is the smallest number of coins he needs to carry so this is possible?
